when the skin is stretched, the skin doesn't appear dark....


but when it is normal, unstretched, it look dark..

Permanently? Your lips or the pigmentation? I would think you'd want to keep your lips.

There might a laser treatment for this. Or you may be able to bleach it lighter. I would say that yes, this is pigmentation. You didn't say are you white, hispanic, black? Or some other race? That would help narrow the situation some.
